Okay, let's get started on our tag!

1.  Open your supplies in Psp and minimize to your Psp workspace for now.  Shift+D to make a duplicate of the template; close out the original template so that you will have it for future use. 

2.  Activate the Paper Layer 1 (rotated rectangle layer) and go to Selections/Select All; Selections/Float; Selections/Defloat.  Restore the Paper11 - Edit/Copy.  Back to the template and Edit/Paste As New Layer.  Selections/Invert.  Hit the delete key on your keyboard.  Selections/Select None.  Apply a drop shadow effect to the rectangle using the settings shown below.

Vertical 2; Horizontal 0; Opacity 60; Blur 5; Color Black

3.  Follow the same steps as listed in Step 2 for the rest of the layers of the template EXCEPT change the papers for the remaining layers as shown below:

4.  Restore the Heart04 - Edit/Copy; back to the tag image and Edit/Paste As New Layer.  Image/Resize.  Resize the heart element by 75%.  Resize all layers is NOT checked; bicubic resize type is used.  Image/Rotate/Free Rotate.  Rotate the heart element by 5 degrees to the left.  Position the heart element on the left side of the long rectangle behind the circle (see header tag).  Apply a drop shadow effect to the heart04.  Restore the Bling element - Edit/Copy; back to the tag image and Edit/Paste As New Layer.  Resize the Bling by 50% one (1) time and by 55% one (1) time.  Position the Bling element on the grey square (see header tag).  Restore the Clock element - Edit/Copy; back to the tag image and Edit/Paste As New Layer.  Resize the clock element by 50% one (1) time and by 65% one (1) time.  Position the clock on the gray square below the bling (see header tag).  Apply a drop shadow effect to the clock.

5.  Restore the BeadedRibbon01 - Edit/Copy; back to the tag image and Edit/Paste As New Layer.  Position the beaded ribbon on the top right corner of the frame (see header tag).  Apply a drop shadow effect to the beaded ribbon.  Draw a selection around the parts of the ribbon that overlap onto the photo layer of the frame and the gray square that the bling is on.  Hit the delete key on your keyboard.  Selections/Select None.  Restore the FeatheredHeart - Edit/Copy.  Back to the tag image and Edit/Paste As New Layer.  Resize the feathered heart by 50% two (2) times and by 75% one (1) time.  Position the feathered heart on the top right corner of the gray square where the bling is.  Apply a drop shadow effect to the feathered heart.

6.  Restore the Ribbon05 - Edit/Copy.  Back to the tag image and Edit/Paste As New Layer.  Resize the ribbon by 50% one (1) time and by 85% one (1) time.  Rotate the ribbon by 90 degrees to the right.  Draw a selection around the bow part of the ribbon.  Hit the delete key on your keyboard.  Selections/Select None.  Position the ribbon on the right top corner of the long strip.  Apply a drop shadow effect to the ribbon.  Restore the Bow07 - Edit/Copy.  Back to the tag image and Edit/Paste As New Layer.  Resize the bow by 50% two (2) times and 90% one (1) time.  Position the bow over the top part of the ribbon.  Apply a drop shadow effect to the bow.

7.  Restore the LoveWordart - Edit/Copy.  Back to the tag image and Edit/Paste As New Layer.  Resize the word art by 50% one (1) time and by 75% one (1) time.  Position the word art on the top part of the circle above the beaded ribbon.  Change the blend mode of the Love word art layer to Soft Light.  Restore the Butterfly02 - Edit/Copy; back to the tag image and Edit/Paste As New Layer.  Resize the butterfly by 50% two (2) times and by 65% two (2) times.  Rotate the butterfly by 25 degrees to the left.  Apply a drop shadow effect to the butterfly.  Position the butterfly on the embellishment shape (see header tag).  Layers/Duplicate.  Image/Mirror.  Position the duplicated butterfly as shown on header tag or as desired.

8.  On the Photo Layer of the template (the layer on top of the frame layer), add some brush effects or text of choice.  I wrote the word "love" and used part of the Heart05 element for the hearts.  Restore the main tube that you will be using for your tag - Edit/Copy; back to the tag image and Edit/Paste As New Layer.  Position the tube on your tag as shown in header tag.  Apply a drop shadow effect to your tube.  Activate the white background layer of your tag.  Layers/New Raster Layer.  Flood fill the new layer with the color #666666.  Layers/New Mask Layer/From Image.  Select the MC_Mask4 from the drop box under the Source window.  Layers/Merge/Merge Group.  Lower the opacity of the mask layer to 48.  Resize the mask layer by 90%.

9.  Add your name to your tag as well as any copyright info that is needed for your tag.  Layers/Merge/Merge All (flatten).  Crop away any excess white space that is around your tag.  Resize your tag if needed and save in desired format.
